| Popis: | 102 Today’s world is faced with various kinds of situations. Where there is a river, there will be accidents or crimes associated with the river area. Once something occurs, salvage operation shall be implemented immediately. Nevertheless, relevant knowledge and skills equipped by current marine salvage crew in the fire unit is relatively weak. A robust organizational layout and task allocation is clearly an unfamiliar topic to both top management and frontline staff as well. Execution of a task involving high risks without having solid training, appropriate equipment, and an overview of job assignments is hazardous. The study aims to probe into current status of river area salvage operation and task force of the salvage diving crew in a bid to improve safety coefficient and substantially lower danger factors for diving personnel in the salvage team. A strategic planning program is established based on the review and analysis of historically relevant salvage documents, real salvage cases associated with Keelung River and in foreign countries, along with interviews with 3 domestic experts in this area and my own personal experiences. Cross-check and cross-analysis between real salvage situations and ideal circumstances are also discussed. This strategic planning program starts with improving salvage personnel’s training intensity. Meanwhile, advancement of personal diving gears and auxiliary set-ups are also involved. Training in task force enables individuals of the salvage team to have a clear view of how to divide the labors as well as his/her own specific tasks in the task force. No harms will therefore be done due to the fact that everyone in the scene is doing the same thing. The strategic planning program established based on the review and analysis of historically relevant salvage documents, real salvage cases of Keelung River and in foreign countries, along with interviews with 3 domestic experts in this area and my personal experiences will ensure advancement of trainings and equipment for the salvage diving crew. Infections acquired from the working environment will be significantly reduced through the adoption of such plan. Allowing the entire salvage team to learn about the task force and individual responsibility will avoid inefficient allocation of manpower and jeopardizing of efforts. |
