A Case Study on Relationship between Enterprise Total System and Organization Performance after Adopting Taiwan TrainQuali System (TTQS)

Under the circumstances of dynamic global economy and vigorous developing technology, globalization and human capital trends have already come. The operation value comes from employees’ dedication of knowledge and intelligence; therefore, enterprises are ought to keep their core competency and sustainability by focusing on manage human resource well. In order to cultivate and develop our nation’s human resource quality, the Bereau of Employment and Vocational Training (BEVT) begun to advocate Taiwan TrainQuali System (TTQS) in 2005. The purpose is to elevate the quality of national human resource and put emphasis on linking training between enterprises strategy and outcome. This research adopts qualitative method and uses exploratory research and case-study as main methodology. The research aims to explore the difference before and after enterprises adopt TTQS, there are four main goals, which are: 1.realize the current status and performance of TTQS; 2. comparing the outcome of TTQS adopted companys from different scales or industrys; 3. Understand the effect on enterprises’ total operation system and organizational performance after adopting TTQS; 4. offering government and enterprises practical suggestions when using TTQS. With the analysis tool of second data research and in-depth interview, the researches chooses six enterprises and contacts each company for one interviewee to complete the interview. There are five research findings, which are: 1. TTQS plays as an instructoring role when companys develop training system, and makes companys pay attention to competency; 2. After adopting TTQS, there is a tendency that employees’ training outcome and performance evaluation are combining together; 3. Compared with Taiwanese companys, foreign companys have a more solid training system. Even so, Taiwanese companys now tend to emphasis more on the cultivation of employees. 4. Compared with large enterprises, small and medium-sized enterprises improve more after adoting TTQS. 5. For enterprises that adopting TTQS, the most distinct change of enterprise’s total system is the development of their training system; while the training outcome is still difficult to link with organizational performance.
