A Study of the Relative Efficiency of Universities in Taiwan ─ An Application of Three-Stage Data Envelopment Analysis

Popis: | 101 Universities have expanded with astonishing speed and higher education industry is nearly saturated in Taiwan. In addition to fierce competitive environment, universities face many problems in recent years due to low birth rate shock. This paper applies three-stage data envelopment analysis (DEA) which is proposed by Fried, Lovell, Schmidt and Yaisawarng (2002) to evaluate the relative efficiencies of 41 universities from the academic years of 2005 to 2010 in Taiwan. Our study has reached the following major conclusions and recommendations. The average pure technical efficiency of the private universities is higher than public universities; public universities’ average scale efficiency is higher than private universities. We suggest that regulations on public universities should be further relaxed, and; the private universities need to focus on improving their scale operations. North region’s universities have the best average total technical efficiency and pure technical efficiency. The Universities in central, southern and eastern regions need to improve their management efficiency through the help of educational authority. Our study also finds that ignoring environmental factors, the relative efficiency of universities with grants from“five fifty billion”project may be overestimated. |
