Intelligent Transportation Systems (ITS) is a kind of information and communication by application of advanced technology such as the adoption of real-time data transfer, used in traditional land transport industry, to enhance the efficiency of road transport, thereby improving traffic congestion, traffic safety and to improve the efficiency of related economic activities. This study adopted DeLone and McLean (2003)’s "updated version of information system success model" as the theoretical basis to discuss the national highway traffic control system (including system quality, information quality, interface design quality). With the data collected from north Taiwan, the valid questionnaire returned was 310. The statistic analysis methods used in this study included t test, one-way ANOVA, and regression analysis. The analytic results revealed that there were significant difference of perceived value and driver’s satisfaction between driver’s category and driver's gender. In the meanwhile, there were significant difference in accordance to different driver’s age, the purpose to use highway, the time to use highway and the vehicle drivers used. Finally, the regression analysis revealed that information quality was the most powerful explanation construct on perceived value, while interface design quality was the second significant construct on perceived value. Whereas, system quality was the only one insignificant construct. Therefore, highway bureau should try to improve the driving quality of highway, to provide accurate driving information, further construct a jam less highway environment, while smooth driving traffic is one of the most important factors on perceived value.
