Marine debris has been a global concern in recent years. It affects coastal and marine environment even isolated islands due to all kinds of human activities. It also impacts on marine biota, ecosystem, human safety and economics. The major sources of marine debris are land-based and sea-based. Moreover, marine debris on the beaches could be divided into five categories including shoreline and recreational activities, smoking-related activities, ocean/waterway activities, dumping activities and medical/personal hygiene. This study selected New Taipei City as research area due to the high population and the long coastline (122km) in Taiwan. There were two parts of this study, the first part used strip transect method conducted on six locations by geographic types from June 2012 to May 2013. There were eight surveys separated in four seasons, and for each season was separated into spring tide and neap tide. Kruskal-Wallis test is used for analyzing the difference of the number and types for marine debris. The second part was using questionnaire to analyze the public perceptions on marine debris in two recreational beaches. The result showed that total amount of marine debris was 9319 items, which was highest in autumn (0.309 items/m2) by seasons, spring tide (0.241 items/m2) by tides, rocky beach (6371 items) by geo-types and Jianzilu (614.38±309.41 items) by locations. The marine debris mostly composed by plastics (65.89%), and mostly came from shoreline and recreational activities. Three hundred and ninety three questionnaires were conducted. The result showed that most respondents (62.3%) threw the litters into garbage cans. In addition, there were 89.3% of participants considered that the number of garbage cans were not enough in beach areas, and 80.9% participants considered the best way of mitigating the problem was setting more garbage cans. In conclusion, six recommendations are suggested for mitigating marine debris, including (1) Conduct more research and the development of innovation facilities such as deep-water survey equipment, (2) Education and outreach for the concept of “Leave No Trace” on beaches, (3) Source reduction for the most frequent types of marine debris, such as plastics, (4) Setting more garbage cans, (5) Developing incentive program of recycling derelict fishing gear for fishermen, and (6) Improving the enforcement and (7) Strengthen the international cooperating in case of mitigating the issue of marine debris.
