Executive Strategy Analyses of University Employment Services in Central Taiwan

Popis: | 101 Due to the impact of the Financial Crisis and the European Debt Crisis, the outlook of the economic development in Taiwan is still anyone’s guess. The entire job market is also under the influence of such an impact and, as we are getting close to July, the unemployment rate is going to rise sharply because the emergence of recent graduates. In this light, the department of employment service and guidance (DESG) in every university/college carries a considerable responsibility of helping these graduates as well as the students who are about to leave the campus and face the real world. So far the Council of Labor Affairs and the Ministry of Education have been dedicating their effort to assisting students, preparing them for harsh job market. Besides promoting various kinds of employment matchmakings for the companies and the job-seeking individuals, these government organizations also provide services such as career enhancement programs, career-related seminars, internship programs, workplace experience programs and career counseling services for students. In so doing, these organizations contribute their effort to the nation’s competitiveness. In this research, the executive strategies from at least three different DESGs, with the tool of Balanced Score Card (BSC) and its four perspectives, were analyzed and compared. By probing into the important literature, conducting several in-depth interviews and gathering crucial information, this research delineates the current situation which these DESGs now face when promoting employment service and guidance for students. The four perspectives of BSC are applied to this research. First, in the financial perspective, these departments tend to increase the income from outside the organization, to compete in governmental projects for fund and to efficiently and authentically execute the budget. Second, in the perspective of customer, they endeavor to equip students with job-related knowledge or ethics so as to meet the standard of corporations and industries. Not only they publicize their services, they are also able to provide more employment information for students or graduates. Then the prospective of internal business process is about to build and upgrade the database systems of universities, which helps to integrate and control the internal operation procedure. The systems can also help them to set the goal and manage the result, forming a more effective means of communication between different departments. Finally the perspective of learning and growth suggests how the stuff members of DESG establish their core ability, offering active service, innovating the administration process and last, but not least, employing increasingly the electronic systems. |
