The feature of the regional society of Chiayi City is its regional center. Before the establishment of Chiayi County Government, the local Tirosen had already been the center of politics, economics, traffic and reclamations during the time of Dutch Colonial and Cheng Colonial. In Qing Dynasty, Chiayi City, the local center of politics and military affairs which governed Bei Lu (to the north of Taiwan Xien), was also the outset of the cultivation to the northern Taiwan. The completion of the cultivation of Chiayi City was around the time of Qianlong under both non-governmental and governmental cooperation, and Chiayi City and its neighboring towns became the foundation of the developments of the regional society. During the forming of the towns, population grew for people gathering through the traffic system in Chiayi City, and prosper commercial trading were thus developed. This made Chiayi City the local center of traffic and economics. The gentry class, as the local opinion leaders, established their social economic status and social network through promoting local culture and education business. In addition, Shih Liu Ching, an unit established based on the religious regions, was utilized by the Lien Ching Baojia system to maintain the public order. All the developments mentioned above have enriched the interior networks and internal diversities in the regional society of Chiayi City.
