Research on Investment Promotion Mode of Public Sector Lead Urban Regeneration Projects

Popis: | 101 In recent years, most developed countries have actively used urban renewal, industrial regeneration, and other renewal and regeneration policies as a method to stimulate economic development, encourage private investment, generate jobs, improve the urban living environment, increase the attractiveness and competitiveness of cities, promote sustainable development, and other activities. The method that most countries promote large urban renewal projects is through public private partnerships (PPP). After the 1980s, most countries have adopted private finance initiatives (PFI), public involvement, and build operate transfer (BOT) methods to use the private’s money, ability, and skills more adequately for the development of public infrastructures. Governments can combine urban renewal and private’s resource as a way to discover potential business and economic development opportunities. Through adequate methods of attracting business, governments can balance the needs of housing, business, and industry development. Not only can governments generate urban renewal area’s economic development, it can also enhance the city’s competitiveness. The Ministry of Interior has drafted 4 types of methods to attract business investment for urban renewal. However, “urban renewal” does not stimulate private involvement in public infrastructure development by law. Furthermore, the purpose for the government’s lead role in promoting urban renewal is to increase public benefits and urban development. The procedure is that after attracting businesses for urban renewal, the promoter (the applicant) has to fill out the urban planning, urban renewal plan, and attracting business documents as of urban renewal business plan and transferring rights plan documents to the urban renewal agency for review. This application process and the public involvement law are different. For future promoting reference, the need to solve these differences must be resolved. Therefore, this research looks at the current urban renewal business attraction’sexecution process and the adequacy of the law. The research also looks at the challenges that the government faces in encouraging PFI. In addition, this research compares private involvement laws, and case studies of success business attracting cases while cross compare the implementation law’s feasibility. The last part of the research suggests successful methods for business attraction of public sectorlead urban renewal projects. These advices can be used for agencies future promoting references. |
