Study on Disaster resistant community promotion of Taiwan local governments- Case Study of Pingtung County

The occurrence of natural disasters becomes more frequently in recent years in Taiwan remote communities. The local governments, not only have the responsibility to prevent such disastrous damages and to provide rescue missions, but require direct involvements from residents of these communities as basic disastrous management units in order to perform more effective disastrous prevention management before damages take place.However, due to the lack of abilities and experience in promoting this operation in local government level, letter progress has been made. This study surveyed five communities from the demonstration programs initiated by the Ministry of Interior Affairs in Pingtung County.The data collected from interviewing individuals was then analyzed. Local political leaders,operation directors, firefighting units and community residents are all in the list of interviews. Results and suggestions are summarized as references for the central and local governments. The major findings are as the followings. It is found that 78.8% of the Disaster Resistant Community works managers and the undertakers in Pingtung County, have the service time of handling the disaster prevention matters less than three year. The main obstacle is the inadequate in job training relating to disaster prevention. The purpose of the Disaster Resistant Community education training, the subjects were inclined to think that slightly less than once every six months of the Disaster Resistant Community education training. The purpose of the Disaster Resistant Community system works, subjects were inclined to think that the lack of funding for the Disaster Resistant Community and we should set up special team to promote the system of disaster prevention and community work.
