The Study of Microinsurance for farmers' association - an Example of the Middle Area in Taiwan

Poverty is an important issue around the globe. One of the “Millennium Development Goals” set by the United Nations in September, 2000 was to eliminate extreme poverty and hunger. In 1976, Nobel Prize winner - professor Muhammad Yunus founded the “Grameen Bank”. By issuing “micro-loans” to local women in low income households, the bank helped improving the poverty in the area and became the pioneer of “micro-loans”. Indian Insurance Development Bureau extended this approach into “micro-insurance”, which features low premiums and simplified coverage for the poor. To analyze the feasibility of using the Farmers’ Association as marketing channels for micro-insurance in Taiwan, this study interviewed the General Directors of the Farmers’ Association. Through the semi-structured interviews, this study summarizes their cognitions and views for micro-insurance. The results show that most General Directors of the Farmers’ Association possess correct insurance concept. However, their knowledge for micro-insurance is insufficient. After the interview, they support the idea of using the Farmers’ Association as marketing channels for micro-insurance in Taiwan. Due to the fact that the insurance companies in Taiwan have little incentive to sell micro-insurance, most people in need has no access to get himself/herself covered. This study suggests:1. The government should make a complete plan from systematic education and training courses for related parties to the development of alternative marketing channels other than insurance companies. 2. The Farmers’ Association can work in coordination with Township, village or neighborhood heads to get access to the poor people in need of insurance coverage. Through the effective implementation of the above approaches, this study expects we can raise the rate of insurance coverage among the poor. Thus protect them from the risks of casualty.
