Taiwan, sittins on Circum-Pacific Seismic Zone, has suffered frequent earthquakes caused by plate movements of the Eurasian Plate and the Philipenis Sea Plate. Big earthquakes always cause large-scale disaster such as 921 Earthquake occured in Taiwan 1999. Since earthquake has serious threat to people's lives and is still unpredictable, it highlights the importance of urban seismic disaster precaution living circle plan. According to the Disaster Prevention and Protection Act of Taiwan, local governments at all levels have set up regional disaster prevention plan aimed at enhancing the effectiveness of disasterprevention. On the other hand, in recent years, the government has keep to promoting disaster prevention deep plowing plan and already gathered fruitful outcomes. This thesis took Changhua City as a seismic disaster precaution Living circle and employed the Taiwan Earthquake Loss Estimation Systems (TELES) to proceed scenario simulations with different earthquakes. Combined TELES obtained related disaster losses quantitative data and actual conditions of the study area, focussing on the aspects of fire fighting stations, police stations, medical and air medical resources, refuges, traffic conditions, the demand side and the supply side in disaster prevention of Changhua city were reviewed and suggestions were proposed. Hopefully it is helpful in building a more secure, self-contained seismic disaster Precaution living circle.
