Extreme weather led to global emerging great variety of natural disasters, and how to effectively use the monitoring mechanisms, real-time control of disasters change message, have been the countries committed to the development of the key issues and challenges. There is a lot of similar disaster early warning monitoring study, but lack of monitoring platform architecture. Before the occurrence of disasters, prepare entire equipment of disaster warning system, enhance the effectiveness of emergency contingency during disasters and mitigate disaster events on environmental, social, economic shock after disaster. After literature review and the status of past disasters monitor domestic and abroad, sustained attention to the issues of the real-time early warning of disaster monitoring. By using the expert interviews sophisticated disaster warning platform and related technologies and applications strategy, promoted of the sensing network (Sensor Web) technology and GIS disaster-related fields, and then via the questionnaire to be statistical analysis, set specific and the applicable disaster prevention and rescue operations in disaster monitoring cloud platform. The research took EU OSIRIS Sensor Web network technology with OGC specifications SWE (Sensor Web Enablement) open platform as reference and studied disaster prevention monitoring. In order to avoid repetitive built and produce contradictions in early warning monitor system as well as systematic differences. It is necessary to integrate the domestic development of geographic information system (GIS) monitoring functions to achieve instant disaster early warning function of integrity, reliability, as the development of future monitoring platform.
