A study of overpass between commercial buildings:'Taipei Xinyi Place' as case study

The second overall review of urban plan in Xinyi district, adjusting the functional position of the Xinyi district in Taipei City, emphasized in improving and unfolding the urban space’s "quality" and "feasibility". With an urban development mechanism under the guidance of the business and entertainment, it began to produce different spatial design theme in different street blocks under development of urban planning. Therefore, the Xinyi district rises up a consumer orientate phenomena in social development and cultural trends in real life and consumer demand under the development and transformation of the area. With the completion of Taipei 101 the most symbolic building in Xinyi district in 2004. The City hall, Convention and Exhibition Centre, corporate headquarters, international financial center, five-star hotel, the entertainment audio-visual department centers, and even high-income residential areas in spatial characteristics of these urban features in Xinyi district havegradually formed the area become "Taipei Manhattan". Taipei 101 has been called the world''s tallest building, a substantial increase in world visibility, and also brings a lot of tourist and commercial activities for the Taipei Xinyi district. However, Xinyi district, the connectivity and continuity of the urban fabric through three-dimensional pedestrian planning concept, has formed distinct characteristic and dynamic elements of Xinyi district. Environmental quality improved by the layer of spaces as the “Three-Dimensional Pedestrian” in Xinyi district establishes a 21st century urban lifestyle imagery of Taipei. This research collected information through literature reviews and related planning and design principles of three-dimensional pedestrian theories, for examining different types of three-dimensional pedestrian space of all facilities, as user experiences, the walking route, user interaction and the expected results. By observation of three-dimensional pedestrian facilities space types, functional appearance, the space quality create visual landscape-like facilities, and through survey and interview with the savant, for discussion the result of three-dimensional facilities from the public and private sector maintenance management experience, analysis and summarized stereo people line facilities of topics and the recommendations policy recommendations, and better to reinforce the function of “Three-Dimensional Pedestrian” in Xinyi district with style. Through empirical results, summarized the following several points in this study analysis: research shows the most attract users to use facilities is “pedestrian over pass, “the least use is "underground connection channel facility", impressions for facility space: bright, clean, user friendly, further enhanced public safety, strengthening space functionality can increase the lively interaction and attractive spaces. In some traffic route and planning: relation between public transportation and parking space for user friendly projects, three-dimensional facilities, barrier-free facilities planning, linkage of the three dimensional facilities are weak. In space quality and functional elements: between the cognition of satisfaction and general user satisfaction, follows the three-dimensional pedestrian facilities in Xinyi district and through the urban review mechanism copied other district. Landscape visual quality and equipment parts: between the cognition of satisfaction and general user satisfaction, facilities space in addition to aesthetics or elevation, safety equipment and relief lines are also factors cannot be neglected in planning. "Three-Dimensional Pedestrian" creates a multi-layer and comfort pedestrian space, to insist on implementation of the "people-oriented" of the urban environment and yet at the same time generate horizontal layers of commercial activities in a vertical pedestrians, there are beneficial to the overall business district economic development. As for Shin Kong Mitsukoshi A8, A9 and A11, vertical pedestrian and underground access definitely increased the convenience and selectivity of the paths to the user; however the frequency of usage is still low according to the current situation, due to the route of vertical three-dimensional paths, sign system, disability accessibility, and ecological environment. Therefore this design plan requires a further strengthen. For this research on Taipei three-dimensional pedestrian" in Xinyi district user friendly evaluation of pedestrian facilities, make recommendations for improving the quality of three-dimensional pedestrian facilities space, provide guidance for the three-dimensional route in the future design.
