The Study of Communication Process Between The Government Agency and The Business Enterprise - A case study of ETC in Taiwan

Since 1990, build–operate–transfer (BOT), a form of public-private partnership in facilitating infrastructure projects, has been introduced in the Taiwan legal system. However, the effects of structural factors have not only limited the effectiveness of BOT but also impacted the efficiency of communication between the public and private sectors. On the basis of ETC analysis, the overall purpose of this study is to understand the communication within and between organizations. This study concludes internal organizational communication does not vary significantly after performing the BOT model; however, inter-organizational communication is shifted to different direction, due to the different viewpoints of the organizations. The inter-organizational communication has emphasized particularly on coordination and negotiation (compromise), the difference is deeply affected by the third party (the masses level) in the BOT framework. However, the force dominated the process is the structural difficulties which include the relationship between ‘trust and commitment’. Both organizations have established ‘Consistent message management system’ in 2007. According to different situations, four different management methods have been developed, they are: ‘Consistency’, ‘Composition’, ‘Genuine’ and ‘Accident’, etc, still, the government has held the final right to speak. The study suggests that the government agency and business enterprise have to consider two issues before implementing BOT models: one is to acknowledge how people realize BOT in Taiwan; the other is to define authorities and responsibilities of the organizations involved in the BOT projects. While in the fulfillment of BOT, they need to create the ideal partnership and communication process between the government agency and business enterprise to enhance a win-win-win (government agency-public sector-business enterprise) situation.
