Popis: | 100 Protection policy has long been scattered to various government agencies, such as the Council of Agriculture, Forestry Bureau, Ministry of Economic Affairs Water Resources Agency, and county and city governments all have related authority which lacks an integration mechanism and has not really been included in integration consideration. Many police agencies are responsible for implementation such as the Central Criminal Police, the National Park Police Brigade, Forestry Police Force, the Environmental Police Force, Kaoping River Police Force, Taiwan's Security Police Corps, to the local county police stations, but has not been a police agency that is responsible for the implementation of land protection. The policing agencies are a carriage with too many heads. Our nation’s water and forestry resources have been damaged due to the illegal harvesting by poachers. In the 2009 Typhoon Morakot, a large land slide annihilated Kaohsiung County’s Xialin village. The entire village of over 500 people vanished in a flood of soil and dirt. Illegal dumping of trash and the illegal mining of sand and gravel often occurred on the river, and there were rumors of mafia involvement. To water resource pollution and bridge and dam facilities, this means daily worsening. However, the present problem that faces us is that government authority is spread out in many units, with countless number of regulations, but jurisdiction could not be effectively clarify and there is a shortage of management manpower. For the effective implementation of land protection policy and protection of water resources, this paper uses the Taiwan Security Police Corps Team 5 as the research subject.By exploring Team 5’s land protection implementation function, collection documentation data, and using secondary data analysis, we study Team 5 and related police agencies that implement land protection policy and their implementation method, and understand the role of the police in the implementing land protection policies. This paper focuses on qualitative in depth interviews of Taiwan Security Police Corps Team 5 members, the problems they face in implementation of land protection, methods, and by understanding the practice of police agencies implementing land protection, give recommendations beneficial to the promoting of land protection policy discovered in this study. This allows the smooth operation of the police personnel that actually carries out the land protection mission, and act as a reference for the government land protection policy. |
