The Interaction between TV Media and Public Sphere：A Case Study of 'The Villagers Voice' in Hakka TV

The aim of this study is to investigate TV public sphere, especially focus on the interaction between television format and public sphere to analyze television how to build TV forum and to perform an event of public sphere. The object of the research is “The Villagers Voice” program from Hakka TV and it is tried to understand the producers of “The Villagers Voice” how to image and build public sphere of TV media under the frame of TV program, and combine their structure of feeling and concept of public sphere in the production process. The study draws on related theories of public sphere as a reference point to explore the program. The study conducted in-depth interview, participant observation, and textual analysis. First, I interviewed the producers of “The Villagers Voice”. And then, I tried to know the actual production process as a participant observer. At last I study the text of “The Villagers Voice” program from using textual analysis. The main finding of this study as follows: (1) Producers hope to construct a public sphere with civilian view point; they try to merge the program participants, public issues, and rational discussion into their imagination and implement of public sphere. Meanwhile, for responding to the mission of ethnic media, they have to take care both of cultural inheritance and publicness in the program. The producers make TV public sphere as a platform to supervise government and solve problem, and they try to display an active role of media in TV forum. (2) Under the environment of mainstream media, the producers thought that there is a limited attention from audience to “The Villagers Voice”. However, the producers tried to highlight the news value by emphasize on the current events and the problems of local people. All of these practices aim to reach the ideal of local concern. (3) During the interaction between media and public sphere, producers consider the TV has the capability to enhance the media access by intervening in public sphere and provided more speech and performance opportunities for local residence. On the other hand, TV program production enabled the producers to be well aware of the difficult situation of TV program in public sphere as well as the gap between the idea of public sphere and the TV forum. Therefore, producers have to continue performing the public sphere in television sector with both advantage and disadvantage of TV media. (4) By using the TV technical format, producers would put the TV frame into the public sphere, and to design and arrange the front stage and setting according to the behavior of the TV audience and spectators. However, there are still many technical problems when TV technology interfering in public sphere. Therefore, producers have to continuously adjust their idea of publicness under the framework of the TV format in order to perform the media forum which can wholly reflect the value of public sphere and quality of TV program. (5) This study analyzes the performance of “The Village Voice” by drawing on the related theories about public sphere has found that there are significant gap between the academic ideals and the program in several aspects including rationality, equality, diversification and participation. Besides, the research also found that the public interest is central to ethnic media. All of these have reflected the fact that practical public sphere is different from academic discourse which can evoke the new thought of development and experiment in public sphere. Therefore, considering the practical conditions for TV producing, there are limitations in performing at public sphere. Nevertheless, TV public forum can not only create a space for the dialogue between the elite and the laypersons, it can also bring the traditional public sphere to a new stage.
