In the second half of the 20th century as a result of structural reforms, some countries opened up industrial borders, introduced liberalisation policy, and followed to transform from inaccessible to emerging economies. The shift to the open market seemed to have generated enormous opportunities for organisations in the area of innovation compared with the time of the closed economies. The purpose of this study is to understand the management of technology’s development since 1990 and to discover mainly enablers for the management of technology disclosed for R&D organisations with the introduction of the marketing reforms and barriers that are still remained then try to provide an overview what has essentially changed after two decades in some of the emerging economies. This study using 5Ps framework for the management of technology – purpose, process, people, partners and performance. Researching on two groups of Russia and Taiwan by interview, to compare with each other and to find out similarities.
