Title: The possibility of art interventions into contemporary urban development – ' Mechanical Art in Component Street' in Yan-cheng District, Kaohsiung

In the late 90s, facing its industrial time-space transition, Kaohsiung has been gradually concerning about urban aesthetics restructuring due to the “ de-industrialization” of the entire industrial structure, which directly affected its metropolitan governance. Having been a warehouse of container ships, the industrial landscape of Kaohsiung Harbor area turned out to be an idle district for industrial transition, then progressively changing into a consumerist landscape of tourism promotion. In attempt to promote the“ City-Port Combination” policy, Kaohsiung City Government opened up the water bank area and the idle wharf step by step, which made the former transformed into a new popular tourist spot. Spacially as a hinterland of waters and deserted warehouses, Yan-cheng District, seated to Kaohsiung Harbor and Love River, became a key area of tourism development though it had historically been the first commercial area. With the help of concerted cooperation, the government are reconstructing Yan-cheng District area, introducing cultural and creative industry as well as film industry, guiding a new form of dynamic energy and shifting funds in the hope of bringing in rapid landscape changes. Both the roadsides of Gongyuan Road in Yan-cheng District used to be lined with a great number of hardware stores that once rose prosperously from ship recycling industry after World War II. It was also named “Mechanical Street”, featuring its speciality boomed the surroundings. In 2008, Kaohsiung City Government enforced an urban planning and started to dismantle those illegal hardware stores on Gungyuan Road. Therefore, Bureau of Cultural Affairs Kaohsiung City Government gave fresh impetus to “ Mechanical Art in Component Street” planning, where they authorized several local artists, each presented with their art works (ranging from two to four), to proceed the street reconstruction in an artistic way. Apparently, “ art” cohesively integrated memorable old streets with vigorous modernized ones. Under the setting, this thesis is to research on “ Mechanical Art in Component Street”, representing the relationship between art intervention and contemporary city development. An art work is seemingly viewed as a cultural form of reproduction through many analyses of interviews and archives, and the author meditated over how art forms have been intervening an area and changing its landscape, deliberating upon its historical role in the process of landscape change and addressing the imaginative possibility. After some researches, the author generalized the following conclusions: 1. Reconsideration of Kaohsiung urban style. 2. Art intervening in urban space needs cross-field constructive integration and administrative coordination with post-construction maintenance as well as management. 3. Discarding excessive beautification and packing, the possible setting of art intervention as an alternative voice.
