Popis: | 100 It has aroused widespread concern that mainland tourists are allowed to travel independently, and it’s finally officially opened on June 28, 2011, and this is a major breakthrough on cross-strait relations after the opening up of mainland tourists to Taiwan for sightseeing. Many experts and scholars thought that the promotion of allowing mainland tourists to travel independently will accelerate and deepen the mutual exchange of people on both sides, help to resolve the political differences which have been for a long time on the two sides, and promote cross-strait relations peacefully developed. However, there are a lot of people not so optimistic that think it is only with the bright side and brings all the benefits. Although the mutual exchange is a necessary condition for improving cross-strait relations, but it is not the sufficient one. In addition to worry about security problems which may happen after opening up, if it is involved in a sensitive cross-strait sovereignty, cross-strait gaps in understanding and cultural customs, it is bound to bring a certain extent impact on both sides. Therefore, we must have a proactive security management strategy, able to open because of the freedoms and promote the economic benefits, booming tourism industry, strengthening the mutual exchange of the people, thus Taiwan can promote the economic benefits, booming tourism industry, strengthening the mutual exchange of the people by allowing mainland tourists to travel independently. More importantly, leave the country no safety concerns due to the above changes. Relevant authorities should be under the existing system and norms, to further strengthen the related equipment, manpower and response measures, and implement a comprehensive security management mechanism. So that Taiwan can not only strengthen the benign exchange of people on both sides, promote the economic development of the tourism industry, comprehensively promote the effect of mainland tourists coming to Taiwan, but also make ood safety management, and keep security concerns from countries. Therefore, this article especially studies the safety management of mainland tourists coming to Taiwan to travel independently. 1. Explore the development process, policy evolution and current status of opening up mainland tourists to come to Taiwan, and compare the provision differences between group travel and semi-independent travel, and thus understand the general process of mainland tourists to Taiwan. 2. Analyze the background causes mainland tourists semi-independent travel to Taiwan, study the existing system in the safety management issue whether there is still room for improvement or should be more restrictions, from a legal perspective, the system level and implementation level, analyze how to effectively enhance the effectiveness of mainland tourists semi-independent travelling to Taiwan, and study how to integrate the views of relevant departments, expanding the benefits of the semi-independent travel 3. Research and analyze the security management issues of mainland tourists travelling semi-independently to Taiwan. Explore separately on reviewing and countermeasures for management mechanism and direction of future development and room for improvement. And by interviewing with relevant staff collect different views of different positions to provide the relevant government departments, experts, academics and scholars on the study of security management references. |
