Public and private sectors have to improve performance at the lowest cost during changing environment. They may be different at the key point of human resource, but face the same situation of global competition pressure and environmental challenges. According to human resource, talent is the most valuable one in the organization. Most public sectors are more or less troubled by the turnover of staff, who have the same rules for selection, performance appraisal, welfare and retirement. What reasons cause the turnover and how to pervent is the subject of this study. The purpose of the study is investigating the reason of turnover. Researching the scholars on the literature and qualitative interviews at first. Then reference the theories of job embeddedness, turnover intention and career uncertainty as the basis of this study to develop the theoretical framework. After that, design a questionnaire to investigate. Through the reliability and validity analysis, correlation analysis, regression analysis to identify the correlation between variables. The analysis provide feasible retention recommendations. The results of this study can provide government agencies the methods of remaining the talent. Also establish a basis for depth studies on how to stabilize human resources while organization reengineering.
