An evaluation of OCAC's Chinese digital E-learning project

With Chinese socio-economic and cultural influences growth continuously as well as the urgently needs of the people who are familiar with Chinese language, people have started their Chinese language learning in different countries around the world. This promotes many governments from different countries listed Chinese under their foreign-language education policy. However, many countries are also indicating the importance of the digital industry with their national development. Facing the popularity of Chinese language and digitalization trend, the Overseas Compatriots Affairs Commission (OCAC) coordinate with the National Plan started the “Chinese digital E-learning Project” in 2007, combining language study with digital technology to expand Chinese language market to overseas. What is the effectiveness of this project? This research is focus on five measurement criteria including efficiency, functions, completeness, responsiveness and appropriateness as the assessment criterion. By using statistics data from the OCAC and interview opinions from the project participants, both quantity and quality data were collected to discuss and explore the performance of the OCAC’s Chinese digital E-learning Project. The findings of research as list below: 1.After the promotions of the Chinese digital E-learning Project, there were significant growths of foreigners to recognize Chinese education from Taiwan and Chinese language teachers whom have the ability with digital teaching techniques. 2.After the promotions of the Chinese digital E-learning Project, it increased the digital techniques of Chinese teachers directly and stimulated people who are interesting in learning Chinese language indirectly. This helps Taiwan to promote features of Chinese language teaching to overseas with positive effects. 3.The promotion of the Chinese digital E-learning Project still capable for the Chinese language market and assist transformation for overseas Chinese school. It benefits our Chinese language education expanding both popularity and visibility. 4.The resources provided by Chinese digital E-learning Project are highly recommended by the industry, government and academia. In addition, the “E-learning Huayu of Taiwan” website had conducted the survey by teachers who are teaching in the overseas Chinese school, with over 90% of teachers are satisfied. 5.Combination of Chinese digital E-learning Project and digital technology can assist the nation to expand Chinese language education market with competitive advantage in quality of digitalization. 6.“Digital Huayu E-Learning Centers” are not yet be able to operate independently. 7.The Industry, government and academia are lack of strategies to promote Chinese education, and with cross-departmental cooperation is lack of supporting plans. The research is based on the above findings,and conclude with the suggestions of how to improve efficiency, functions, completeness, responsiveness and appropriateness on“Chinese digital E-learning Project”. Hope the findings will be able to contribute the project continue in the future.
