| Popis: | 99 The main land Chinese communist government has established the “Law of Defense Mobilization” on 26th Feb 2010 by 11th “National People` s Congress” and signed the agreement by Hu Jing-Tao and carried out on 1st July 2010, which was programmed before 12 years ago actually by the same authority on 1998. It is either the first law for mobilization about military affairs and also a milestone in the same category under the policy of “government by law” to show the strategic intension. This thesis is according to the “Law of Defense Mobilization” for probing the thinking of mobilization by the Chinese leaders and the changing of ideation by the scholars with legality for the core of research to examine the process by the 11th “National People` s Congress” and to analysis the content within the policy which might be referred the related readiness by the ROC reserved forces.
