The Study of New Strategic Model for Land Use Control in Taiwan City Planning under Ecological Urban Development

Popis: | 99 In the time of global climate change and global warming, which is harming human survival and progression, ecological urban development has become the hot topic in reversing the environment deterioration and promoting improvement for quality of life. Taiwan is also in this global trend and strived to advance her own localized achievement. Revealed from the related discussions of eco-city, urban land use control plays an important role in promoting the construction of ecological urban expanse. The zoning, intensity, character and quality are the core purports of land use control. However, the content of land use control in Taiwan city planning are often focused too much in zoning and intensity, in contrary the character and quality of land use are not measuring up the expectation. Hence, the core topic addressed in this Study is how to closely connect the character and quality of land use with the land use control policy in Taiwan city planning. Connecting the character and quality of land use to the framework of Taiwan city planning land use control involves research and modification of urban planning, zoning control, urban design and land sub-division. Therefore, this Study proposes four core views in Taiwan city planning land use control strategic model based on studies from American and Germany ecological urban planning in land use control infrastructure as well as related publications in international ecological urban development: 1) City design should lead the city planning for ecologic urban development since establishing the master and detailed plans of city planning is the process of city design. 2) Master plan becomes the indicator of ecologic value and development infrastructure with basic frameworks of “Controlling ecologic conditions”, “Responding to development agenda” and “Proposing development standards”. 3) Detailed plan becomes the carrier of environment quality control and basic frameworks of “Revealing development vision” and “Formulating overall development plan”. “Land Use Zoning Control Policy” should be established based on practical planning details and land subdivision should be developed based on published environment quality in the detailed plan. 4) Use landscape planning as support to guide city planning ecology agenda. Taiwan current “County City Landscape Master Plan” and “Township Landscape Master Plan” should serve to assist land use control in city planning as supporting role of exquisitely managing ecological issues. Four specific points above are the key conclusions of this Study. |
