Taiwan is surrounded by the sea in geographic position and is immersed with pleasant climates all year round and also a perfect environment for people to engage in the sailing activities, with a coastline of about 1566 km long in total, highly hydrophilic environment, and beautiful landscape. With the above natural and geographic environment, it has great and strong potential in developing the sailing activities in Taiwan. This research focuses on the exploring the progression and development of sailing activity Taiwan. First, we looked into the causes and obstacles that hindered the development of sailing activities in Taiwan from the past to the present through the literature, and the comparison have been made according to the collected data and the relevant documents. The methods conducted in this research in addition to literature survey and analysis, the qualitative semi-structured interview is used as a basis and followed by SWOT analysis. From the interviews and analysis, we conclude both present goal in three aspects of government policy, education, and regulations, and future goal of international participations as the direction of future development to improve our sailing environment.
