The Provisional Teacher Evaluation for Professional Development in Elementary School----A Case Study in Hualien

The study serves the five-folded purpose: a)to explore the status quo of the Provisional Teacher Evaluation for Professional Development (PTEPD) in the case school; b)to realize the effects of the PTEPD implemented in the case school; c)to understand the thoughts and perceptions of school members about the implementation of the PTEPD; d)to find out the problems while the PTEPD is being implemented; e)to proffer educational authorities and schools with suggestions as the PTEPD is to be implemented. The study is based on the case study research. In order to achieve the above purpose, semi-structural interview, document analysis and participant observation are employed in the study. The interviewees in the study are a principal, the ex-director and the incumbent director of student affairs, two home-room teachers and a subject teacher. In addition to the individual interviews, the researcher, as a complete observer, participates in the meetings and makes observant notes. Through the analysis of the documents of the school and the teachers, the contexts, substantial measures of the PTEPD are understood as well as the performance and experience of the teachers participating in the PTEPD. The major conclusions are summarized as follows: 1.The case school should flexibly adjust the strategies and methods according to its conditions, while implementing the PTEPD. Besides, it should develop the school-based teacher professional evaluation with a view to enhancing teachers’ teaching profession and students’ academic achievement. 2.By participating in the PTEPD, the case school helps teachers enhance their professional abilities, assist students in fulfilling higher academic achievement and exalt the quality of school education. Therefore, the case school gains parental positive support. 3.The teachers of the case school all consent that the PTEPD is helpful to the teaching profession. Although more time and efforts are needed while participating in the PTEPD, it is worthwhile participating and popularizing. 4.Teachers are the main causes which effect positively on the implementation of the PTEPD, whereas the problems consist mainly in the supplementary measures. In accordance with the above conclusions, the study offers relevant suggestions to educational authorities and schools. Keywords: teacher evaluation, teacher evaluation for professional development
