As oil prices increase and the issue of global warming carbon dioxide emissions, alternative energy, has been a research scientist to the project. Nuclear energy because of low cost and low carbon dioxide emissions, and gradually re-valued. However, rising oil prices not only that nuclear fuel prices continue to going. Magnitude in recent years (2005-2008) the greatest change, the biggest nearly 7 times, in addition to changes in raw material prices, the uranium refining costs also continued to rise which because of high energy prices, and refining will increase the cost, how to improve the operation of a fuel issue. While improving the cost, a American research report indicate the improvement of operation of these fuels, could make the safety margin reduced. which's surveys 18 of the PWR that has been working relationship between cost and safety margin. There is a reports also research for Taiwan PWR, which are analysis FΔH, shutdown margin, and the water temperature coefficient to do research and found that the water temperature coefficient of influence, but no clear trend at all. so far, there is no any report proceed this kind of research on BWR. Therefore this study is targeted at the safety factor of boiling water and power plant fuel usage for a trend analysis and discussion.
