Silent scream for life : A Study of Social Welfare Service Supply-demand in Deaf and Hearing Impaired People

The aim of this research is to delve into supply-demand problems of deaf and hearing impaired people in social welfare service. The study is going to explore whether the social welfare service from supplier (government) meet demander’s needs (deaf and hearing impaired people, groups, and organizations). In addition, it is to understand the difference between supplier and demander and try to build up the delivery model of service. Qualitative study and in-depth interviews were conducted in this research. Research area mainly focuses on Hsin-Chu County and its northern counties. There are 6 cities in total. There were 21 interviewee in this study: 6 from deaf and hearing impaired group who were in charge of management or were main managers ; 8 from deaf and hearing impaired group members, and 7 scholars (who work in the deaf and hearing impaired related work over 10 years, or were deaf and hearing impaired themselves) were interviewed. The result showed that there are four dimensions in the supply of deaf and hearing impaired service, that is, education, medication, life maintaining and occupation. In terms of providing service, supplier would provide service quota in hearing impaired schools or classes, and medical subvention in medication. Moreover, supplier offers living compensation and assistive tools in life maintaining, and salary compensation of their jobs. However, according to the demanders, they expect the barrier-free learning environments and compensation for all educational tuition fee from the government; what’s more, they expect sign language translation service in medication, and complete early intervention and rehabilitation to set up residential care society for deaf and hearing impaired elderly. In the long run, they expect more job opportunities, training and redesign for their occupation. Scholars believed that there was a significant gap between supplier and demander in these four dimensions. The difference was from not only their different perspectives towards services concerning compensation and hardware equipment mainly but also software service. However, demanders need the design which is relative to deaf and hearing impaired culture and software service. In the end, this study built up three supply-demand models from supplier, demander and scholars, and offered perspectives and suggestions for the future studies.
