A Study on Legalization of Real Time Bus Information Management in Taiwan

Directorate General of Highways has deployed “Real Time Bus information System” since 2009. Almost 8,000 busses nationwide will be under surveillance. The issue of legalization relating to this system is thus inevitably discussed. This study aims at exploring various perspectives from internal and external sectors on legalization of this system by using policy argument models. The problems of legalization of real time bus information system are firstly identified by document analysis, interviews and working meetings. Then with the help of qualitative software NVIVO 8 comments and solutions on this topic are classified into two groups: internal and external legalization issues including authority, legislation philosophy, laws, system definition, responsibility, incident management, finance, technical standard, approval mechanism, intelligent bus stop, installation of on board unit, penalty, classified operation, route operation, bus stop management, fare management, frequency and timetable management. Total 32 policy statements are distributed into 17 “description models”, 9”motivation models”, 4”analog models”, 1”value model” and 1”authority model” by using William Dunn’s policy argument model. The contributions of this study fill a missing link of policy and legalization perspectives in the field of real time bus information management which is frequently researched with performance and behavior approaches.
