The Role of National Defense in the Civilian Control over Military

Civilians and civilian leadership in the national defense system do not completely negate the importance of the servicepersons in the national defense decision making; on the contrary, the diverse thinking from the outside brings insights to the institution, making its decision include both military and other professional perspectives so that there will be more comprehensive, multi-level decision making. The responsibility of the minister of the national defense department is not limited to war. The second chapter of this essay discusses the roles played by the leader in the U.S armed forces. In fact, the leader of the armed forces should make the ministry of national defense more efficient. Therefore the American military system has separate channels for the employment and promotion of both the military personnel and civilians. The third chapter of this essay mentions “National Defense Two Laws” “Single-unit Military Administration and Command” which are meant to resolve long-standing defense system in our country, “Defense Minister” and “chief of staff” have clearly different institutional responsibilities. For a long time our country’s military system has been plagued with chronic problems and the new system will inject diversity into the relatively closed decision making. There were civilians to take up Defense Minister before passing through “National Defense Two Laws”, and beneficial results were defective. The author also cited in the text, "Management Levels" and "leading, Planning and Management" concept, try to explain the role of Civilian Defense Minister in the defense system. civilian defense minister may competently, the planning of national defense could be more diverse and lively.
