The Study of ISO 28000 Implementation for Supply Chain Security Management

Popis: | 98 Since 911 Terrorist Attacks on the World Trade Center in New York City, many countries start to check the import and export cargo more tightly. In order to ensure the supply chain security and provide efficient customs clearance service, most governments had published the supply chain security program for importers or exporters. ISO 28000 - supply chain security management had been published by ISO on Sept, 2007 and conforms to WCO SAFE framework. They claimed that this standard would integrate all supply chain security plans around the world. For securing the supply chain, Taiwan government also published Authorized Economic Operator (AEO) program for the importers and exporters in 2009, and started pushing this program at the same time. The government also provides assistance to implement AEO program for couples companies for promoting this program. If the company was requested to have the certification of ISO 28000 by customers, the government would also provide to help implement both ISO 28000 and AEO program at the same time. Therefore, this research would present an exploratory case study of Everest Textile Company, which was implemented both ISO 28000 and AEO program at the same time, and find out the solution for the problems occurred during the implementation. Meanwhile, we also describe how the trading partners protect the goods during transporting. From the research result, we found that it is not for sure to get AEO certification if a business already got ISO 28000 certification, although they do not conflict with each other. Due to AEO program is too stringent to implement for each type of companies, ISO claimed that ISO 28000 can be used on supply chain-related companies without any limitation and is easy to implement. Therefore, ISO 28000 can be the base framework of AEO program. We recommend that small businesses can implement ISO 28000 if they do not qualify to apply for AEO certification. In order to spend less time and cost, multinational corporations may implement ISO 28000 at first, then into all branches of the AEO program of the host country. About information security, we found that AEO and ISO 28000 programs can only protect the information that related to supply chain as well. We compared ISMS, AEO and ISO 28000 programs, and then found that AEO program and ISO 28000 only comply with integrity and availability, not including confidentiality in information security. According to the conclusions, we suggest that companies should also implement ISMS to preserve the enterprise's own information security, since both AEO and ISO programs do not ensure information security. Hope this research will be served as a supply chain implementation reference. Companies could choose the best supply chain security program by their current situation, and business owners could also realize the status of supply chain security programs and the impact on business in Taiwan. |
