Under the current academic circumstances, e-learning has been widely used in schools and enterprises. The well-established e-learning systems are useful for teaching students or training staffs, but how to online evaluate the effectiveness of e-learning is still a major open problem through the Internet environment. In order to evaluate the effectiveness of e-learning, online examination has become one of the assessment methods. Since the online examination usually needs to download test papers from web site via the Internet connection, the network connectivity also can be used to search answers from web search engines as well as e-books, e-mail or chat with friends via instant messengers, etc. Moreover, testers can directly upload and download the answers through a variety of file transfer tools and shared networking disks, etc. In other words, the network connectivity of online examination will cause the fairness problem during the test. This is the reason why most of evaluating centers will shut down the whole network connectivity to avoid any network cheating behaviors during the test and will prepare the online examination papers via a manually pre-download method. However, such a way will get a higher cost, less performance to make an online examination. In this paper, we propose a way to solve the network cheating issue and design a dynamic network management system to block the network cheating behaviors on demand. It will change and configure the settings of related routers or switch hubs during the test and reset the network configurations after the test. The system is designed with web developing tools such as web server (Apache), PHP: Hypertext Preprocessor (PHP), and relational database (MySQL). The network cheating-free capabilities are realized by settings network devices through the existing protocols: Simple Network Management Protocol (SNMP), Private Virtual Local Area Network (PVLAN), and Access Control List (ACL). Based on our design, the online examination can only permit the network traffic between the testing web server and tester computers, but will deny all network traffics between testers and other web sites.
