Study on Female Entrepreneurs'ICT Competence and Its Cultivation---Taking Miaoli District as the Research Subject

Different information and communication technologies (ICTs) provide different internet resources. Owing to the rapid increase of female entrepreneurs’ using of ICTs, the enhancement of gender digital divide is considered in all nations as an important issue of improving information literacy. This study hopes to interpret its current situation through interviews and questionnaires and further explore whether female managers’ ICT competence is helpful to their business performance. The author randomly chose and investigated female entrepreneurs in Miaoli County and Miaoli City in Miaoli District by means of questionnaire and had interviews with those female entrepreneurs. The results indicate: 1. Analysis on female entrepreneurs’ ICT competence. Owing to the high development of big cities, large quantities of population gather there; meanwhile a great amount of information floods in, which is exchanged; besides, communication facilities and various media broadcasting stations are densely established. All these factors lead to the fact that the ICT competence of female entrepreneurs in the city is higher than that of those in Miaoli County. 2.If the regions are divided according to the investigation data on the number gap in 1995, Miaoli County is one of those in accordance with the expectation that the more remote the county is, the lower the digital competence; but even when the alphanumeric competence in the remote regions is improved, it still does not correspond with the policies that help the female entrepreneurs in Miaoli County; the characteristic analysis of the applying ability of ICT indicates, at present, most interviewees still largely employ ICTs in diagrams while they seldom use them in management. 3. Analysis on the important characteristics of ICT. Female entrepreneurs lack the construction of relevant network, webpages and interactive blogs most. According to estimation, the reason is that now most consumers are used to gathering information by network, and then make consumption decisions; but in fact, most interviewees entrust others to do this because they spend quite a lot of time in managing on the scene. 4. It is hoped the resources supplied by the government will include the training course of the basic capability of ICTs. However, some female entrepreneurs suggested that the government should train relevant talents well who will enter the enterprises directly to give guidance. 5. Most of those female entrepreneurs aged from 35 to 45, with an education level above high school and children, supported by their family. Finally, on the basis of the findings and results of this research, the author provided respectively suggestions and references for the future studies, government agencies and related agencies coaching females in employment.
