| Popis: | 98 In council’s power and function “the resolution of county budget by Council” - so called budget examination – is the most significant power of regional council while it is interactive with administrative department, it is also the most efficient method that gives pressure and to convince those chief administrative officers. Though, the process of budget examination in regional council is the implement action of “budgetary politics” and “pressure politics”. The research aims at Regional Council’s Power and Function Operations, and analysis the relevance of different background factors that effects the result of the budget examination. So in this research, we really hope it can be discuss about the personal behavior and outside causes of regional council councilors while doing the budget examination, and also provides strategic thinking to the regional councilors for making the functions and powers much more rationality and gives actionable pattern in the future. Thus, in this research we put the purpose into three parts. First, discuss the legal principles and function operations of Taitung Council’s budget examination systems. Second, personal and outsides environment causes that effects the budget examination in Taitung Council. Third, the decision made of budget examination in Taitung Council. According to the rule of local government Act, in fact administrative department coordinate with the situation and Taitung Council’s budget examination faces the problem and resolution. The research aims at the regional council’s power and function operations, and gives the example from Taitung County Council. Eight respondents get involve from this interview, the purpose is to watch the process of budget examination at regional council. In this research indicated that while Taitung County Council is making the budget examination, some councilors ignore the rule of procedure, some are distortion interpellation and procrastinate the budget deliberation. Then as you know, extemporaneous council reopened to deliberate the budget again, and you can see most the councilors absent the council, also for a small number of councilors express personal feelings itself then put the procedure in a jam. Thus, it will cause the low quality of council and give the public bad impression from those councilors. The mission of councilors is that distribution the budget more efficiently. So, in this research we found out the problem of local government budget examination system and give some suggestions below. 1.Provides the decision made of budget examination more constrained. 2.County policy that consult and discuss by both local government and regional council. 3.Established the conflicts solution system between local government and regional council. 4.Promote councilors’ potential. |
