A Study on Development of Professional Teaching Competence Indicator for Taipei City Elementary English Teachers

In view of the significance of the English language nowadays and the gradual development of elementary English education in Taiwan, the demand for the professional teaching competence of elementary English teachers was highly emphasized. Therefore, the purpose of this study was to construct a set of professional teaching competence indicators for elementary English teachers, and to investigate the different opinions among Taipei City elementary English teachers toward the importance of each indicator. This study first constructed a preliminary set of indicators through literature review, and then conducted Analytic Hierarchy Process (AHP) questionnaire survey based on the set of indicators. After surveying 107 Taipei City elementary English teachers on the importance of the indicators and analyzing through Expert Choice 2000 software, the findings of the study are as follows: 1. Teaching planning is slightly more important than curriculum planning. 2. Teaching skills are more important than learning assessment. 3. Class management is more important than resource management. 4. Teaching evaluation is slightly more important than curriculum evaluation. 5. Adopting appropriate teaching material is more important than writing and designing teaching plans. 6. Making and designing teaching aids is the least important part in teaching skills. 7. Improving teaching is the most important part in learning assessment. 8. Adopting teaching resources effectively is the most important part in resource management. 9. Improving teaching is the most important part in teaching evaluation. The conclusion of this study can provide English teachers a set of indicators to evaluate their own teaching abilities and thus to improve their teaching and suggestions were then made for educational authorities, elementary schools and future studies.
