An Exploratory Research of Post 921 Earthquake Hope School Reconstruction Project of Tsu-Chi Foundation--A Case Study

The 921 Earthquake in 1999 devastated more than 830 schools in central Taiwan. Since then, the "Hope Project" had been worked by the government with private entities on rebuilding the schools in the areas. The Tzu Chi Foundation is a charity group that has worked on the highest number of the projects. The Hope Project is consisted of two parts: rebuilding campus and working on the school-oriented, whole-person education, referred to as the "hardware" and "software" in this study. This study focuses on the school-restoration sponsored by Tzu Chi in Zhushan Township, Nantou County, and examines the post-restoration influences of the hardware and software of the Hope Project on the school and community. Findings indicate that campus-restoration was indeed planned based on users'' demands, and the overall satisfaction with the new campus hardware is high. The restored campus is partially discrepant with the focus of Tzu Chi on ventilation and lighting. From the perspective of students'' physical development and educational demands, the students highly identified with the school''s decision of keeping a traditional playground. It was the wish of Tzu Chi that the hardware (building) of the Project would involve the green design. The finding indicates that the goal of Tzu Chi is to promote the concept of environmental awareness among students by creating tangible buildings that are designed with nature in mind. The software of the Hope Project focuses on the whole-person education, and the finding indicates that Tzu Chi was able to extend its influences through relevant activities such as the "Jing-si-yu (aphorism) Instructions" and "Da-ai Mothers'' story-telling," and introducing diverse resources and educational methods that teach students about positive thinking and moral values. After the restoration efforts, Tzu Chi continued to actualize community management and actively provided the restored school with curriculum and activities in order to establish a collaboration model that stimulates more public participation in schools, communities, and public affairs. The 921 Campus Restoration efforts by Tzu Chi have established a collaboration model between the government and non-profit organizations. To the government, school-restorations require the public''s participation, and this effort also improves the implementation and supervision of governmental policies. To non-profit organizations (NGOs), it is mutually beneficial to encourage communities to care for and participate in public affairs and to improve communities'' trust in and identification with NGOs.
