Popis: | 98 In view of the competitive pressure of the globalized economy and the fast-changing world, organization change has become more and more necessitative for the sustainability of the private or governmental departments. To examine and reorganize the governmental functions comprehensively, countries are making efforts in both functional and structural alternations actively. However, the most challengeable part of the task lies in the fact that there exist full uncertainty and uncontrollable variables in the future of the organizations. Therefore, any reform that is partial, expedient or limited to technical level will make matters worse and is useless to improve the situations. Accordingly, this thesis was based upon organization change and took the reorganization of the Construction and Planning Agency (CPA) of the Ministry of the Interior (MOI) as an example to explore the governmental organization change. Like the Taiwanese said: Stabilize the trunk of a tree and there is no fear about a storm on the branches and leaves of the tree. If the governmental organizations are adjusted appropriately and their functions and strategies exert forward-looking effects, the budgeting and execution, civil service as well as internal management can be beneficial. The organizational framework and functions following the reorganization of the Construction and Planning Agency (CPA) of the Ministry of the Interior (MOI) imply reforms of the quantity, function and strategy within the reorganization of the governmental organizations. Furthermore, they also imply the internal humanistic concern of civil servants during the reorganization. In this thesis, they will be studied and suggestions are proposed accordingly. |
