In light of the complexity of public engineering projects, current project management laws mainly regulate agencies and private technology services companies, and the engineering service companies. Rarely is the professional aptitude and knowledge of professionals investigated and regulated. Furthermore, under the impact of insufficient supply of project managers, the promotion of organizational reengineering by the government, and the downsizing policy, it is imperative to cultivate and train professionals in this field. Since 2002, Taiwan has become the 144th member country of WTO. Due to the ever-increasing competition among international engineering managers and construction industry, it is necessary to have a reservoir of public engineering human resources. Therefore, establishing a certification system for engineering project managers is an issue that deserves attention. In order to enhance the execution efficacy of public construction in Taiwan, this study evaluates the necessity of establishing the engineering manager certification system and outlines the framework based on the literature review, contextual hypotheses, topic exploration, and professional investigation. Moreover, it provides recommendations for the construction of certification system in the future. Research results are presented as follows: 1. Make recommendations for improvement on the core professional abilities of public engineering project managers. 2. Provide a framework for the cultivation of public engineering project managers’ professional ethics and for the professional training. 3. Preliminarily set up standards for public engineering project managers. 4. Make recommendations for the career practices of public engineering project managers.
