Public works are infrastructure and vital to the economical growth of country. The "supervisory" is the construction stage supervisor for the engineering quality control of the public works. Public works are unlike most productions in the industry which has a stable production quality control. In other words, the public works can not rework for the cost reasons. The quality of public works depends on the supervisory management mechanism to reduce the risk of poor-quality in the process. However engineering supervisory systems have many variety; such as "self-managed inspection", "contract out inspection", "project management with inspection", "turnkey project monitoring " and "design without inspection". With different construction supervisory management approach, this study focused only on a public works with the "self supervision" and "contract out supervision" at the implementation stage and to study the benefit and shortfalls of these two approaches. To understand the quality of inspection, the study will review through relevant documentation of research results, the flaws and frequent occurrence of supervisory work, and comparing the study results with the results HSBC analysis. This study also provides some suggestions and recommendations for the improvement for inspection work, administrative and organizational structure and human resources which may enhance the construction quality of public works.
