A Study on the Use Orientation of Leisure Agriculture for Farmland in Taiwan

Recreational agriculture represents the important link in the context of agricultural experience economy. It adopts the agricultural operation as the mainstay, uses farmland as the place, integrates agricultural production and distribution as well as recreational service as the agricultural operation type in the scheme of integral development. Leisure farm is the place and locale for operating recreational agriculture. It can build and install tourist recreational facilities in addition to legally applying for and establishing the registration prior being allowed to operate. Nonetheless, in 1994, with the prescription of 《Regulation for Guidance and Management of Recreational Agriculture》, which implemented the farmland management through land use control concept, whereas due to use by tourist recreational facility which is not meeting the demands from agricultural use, therefore the needed land space tended to reflect the scattered format in addition to confronting problems like difficulties from legalizing the existing facilities, hence, most of the farms are still not operating legally as result. The causes from the exploration revealed that this was due to the nature of undetermined status for farmland served the purpose of recreational agricultural use. This research contains:(1) Explore the land use nature for recreational agriculture; (2) Clarify and distinguish the relevancies between recreational agricultural and farmland use; (3) Impacts to recreational farmland development from existing land use control; (4) Proceed to control mechanism integration for farmland converted to recreational agriculture use. Through the documentation research on contents for recreational agriculture, farmland use, policies and rules and regulations, this research proceeded to case study survey and in-depth interview in the aspects of leisure farms. Then it was followed with summarizing the use topics as well as countermeasures, this research then proposed recommendations for the management mechanism noted in recreational farmland use. In the aspects like exploration for the use nature of farmland served as the recreational agricultural purpose, recreational agriculture is basically managing farmland resource, which adopts the agriculture as the mainstay, and the land use derived from recreational service as the object in this relationship. It possesses natures like agricultural production and distribution, mixed use of recreational services; therefore the land should match to the requirements from farmland use policy as well as the farmland usage management. In the aspects like topics and countermeasures for farmland used as recreational agricultural purpose, findings of this research indicated that relevant rules and regulations as well as administrative procedures were the main culprits impeding the legalization process and negatively influencing the project guidance implementation. These included farmland use and management, land use control, application procedures for leisure farm, permits granted for the recreational agricultural installations and facilities. Moreover, through further survey, this research summarized topics and countermeasures recommendations for recreational agricultural policies, farmland serving as the recreational agricultural use and associated management practices, special project guidance implementation and legalization for recreational agricultural installations and facilities with the expectation of advancing the legalized operation for recreational agriculture. In the management aspects for farmland serving as the recreational agricultural purpose, the existing recreational farmland use system and the process for policy execution were found with lack of legal, reasonable bureaucracy and consensus essentials, the redundant guidance and management approach would only cause the increase in administrative intervention as well as the unwarranted competition among rules and regulations. This thesis adopted the discussions about “agricultural administration” as the theme, summarized the management scope of recreational agriculture, established the legal layers for recreational agriculture, and constructed the installation and facility standards for recreational agriculture with the expectation that this would be beneficial to the management effectiveness for leisure farm planning and farmland promotion to ultimately serve the purpose for recreational agriculture.
