Research of the Purpose and Activation of the Public Assembly Hall in Taipei City-Evaluation of the Policy of Promoting the Director System

The fiscal difficulty has become a common problem among local governments in Taiwan nowadays. Taipei City Government still manages to set apart a considerable budget for the construction and maintenance of public spaces so as to provide its citizens places where they can enjoy multiple recreation activities. However, the purpose of the Public Assembly Hall (PAH) is not clear and often confused with the recreation center and li community center. This factor results in a low utility rate of the PAH. The situation has not improved and its effect fails to meet expectation. Both the media and legislators often question its purpose and label it as “Mosquito Hall”. Hence, in this research, I would like to clarify the purpose of the PAH and evaluate the feasibility of “one public assembly hall in every district”. In addition, I will make a distinction between the purpose of the PHA and those of the recreation center and li community center. I will also make a policy evaluation of Taipei City Government’s “director system” in order to seek a long-term guidance for the operation and development of the PAH. The director system began on September 19 2007. The system made a great contribution to the activation of the PAH. Also, it has increased its utility rate since its implementation. It is also the major characteristic that distinguishes the PAH from either the recreation center or li community center. However, the in-depth interviews conducted in this research show that the PAH faces several operation difficulties which requires a more active involvement of the public sector. Secondly, it lacks sufficient manpower and budget. Third, it fails to encourage active participation and enthusiastic response from the citizens. Forth, the position of the director is not a full-time job, which makes it hard to focus on an intensive promotion of the PAH. Also, the position grade of the director is relatively low, and it does not correspond to the duties he/she bears. To answer the problems listed above, I would like to propose some suggestions and advice as following: 1. Clarifying the purpose and function of the PAH, 2. Selecting the location and building appropriately, 3. Enhancing the recruit of volunteers and the training to build up their professional abilities, 4. Establishing an integrated marketing strategy to increase the promotion effectively, 5. Requiring the leading participation and cooperation of Taipei City Government in order to shape the unique position of the PAH, 6. Widening the public participation, 7. Advancing the position grade of the director and increasing the number of staff, 8. Establishing the mechanism of management and decision, 9. Setting up a supervising system.
