People feel panic because the whole world is changing) and they would like to accurately know the frame and range of the changing. It was said the world was flat in the past, but someone was against it immediately. Meanwhile, some people said the Asia is rising, but the author of the book “The Post-American World” writes that all countries are rising except the U.S.A. Above sentences are extracted from the preface of “The Post-American World” which is written by the famous scholar Dr. Liu. who is proficient in International Relations study. These are very good explanations to understand the changing of international relations. With Global Economy growing up rapidly, Asian countries move from conservative toward open, and people take it as a potential emerging market. For this reason, recently the concepts of “The Rising of China” and “The Rising of Asia” are discussed popularly. Furthermore, Eastern and Western countries start to interchange and cooperate after the shocked WWI & II and the globalism. Asia-Europe Meeting (ASEM) is the main multilateral channel for communication and dialogue between Asia and Europe since 1996. ASEM is a vital forum for dialogue between Europe and Asia. ASEM involves virtually the whole of Asia and Europe. This research would like to observe the inter-action between Asia and Europe at ASEM through the theories Regionalism and Inter-regionalism. The process of decision making and associated effects by ASEM on Asia are also the main issues in this study.
