A Study on the Relationship Between Urban Development Patterns and Local Public Finance

Popis: | 98 Urban development can be analyzed and interpreted from various points of view, in which urban development affect life quality of residents and production cost of manufacturing industry. We analyze the urban development from fiscal view and thus provide references for urban planning purpose. This study suggests that local public finance is just a result from urban development pattern. If it is possible to recognize factors to affect urban development, we might be able to control even only part of the factors thus to improve public financial purposes. The study takes advantage of the theory of Richardson's optimal city size to find the optimal urban development pattern. We collected fiscal and urban development data of Taiwan’s 309 townships, and then we analyze the relationship between urban development pattern and local public finance. The results show that the urban population size, density and spatial structure do in certain degree to affect local public finance, which is measured by per capita fiscal income, public expenditure and net fiscal income. More precisely, the results show that the best population size is around 330,000 people, the optimal density is around 270 population per hectare, the optimal urban area is around 13 square kilometers. |
