A Study of the Management and Maintenance of Elderly Housing Equipment and Facilities– A Case Study of Taipei Elderly Housing

Demographic aging has now become one of the important global issues. In Taiwan, the population aged 65 and above has risen from 1,921,308 in 2000 to 2,457,648 in 2009, marking an increase of 536,340 in 10 years. More aggressive measures, therefore, should be taken to tackle the aging problem. In the existing regulations and documents, there are a lot of policies and research studies addressing the planning and design of senior housing and senior apartments. Less attention, however, has been paid to facilities management and maintenance in senior apartments. The quality of facilities management and maintenance, nevertheless, will directly impact the quality of life of the residents (Liu-Wei, 2006). The purpose of this research, therefore, is to explore the current status and problems relating to facilities management and maintenance in senior apartments and to provide strategies and solutions to tackle these issues. The researcher has conducted both inspections and questionnaire surveys for the research. The survey results were then collated by SSPS 12.0 software and analyzed through three analytical methodologies, i.e., cross-analysis, one-way ANOVA and paired-samples T Test. The results are as follows: 1.On reviewing the existing facilities management/maintenance measures for senior apartments, it was found that the original data and maintenance records of the facilities had been properly retained on file. There were also regular maintenance plans. For facilities under the autonomous maintenance system, however, the facilities were inspected irregularly, or repaired when required. The researcher has also identified many defects in the investigation process. All the defects were attributable to mistakes made in the design stage. 2.It was found in the paired-samples T Test that, out of the 10 facility management/maintenance items, there were, respectively, eight items in the Yangmin Senior Apartments and seven items in the Julun Senior Apartments showing significant differences between the demand and satisfaction level. 3.From the one-way ANOVA analysis, it was found that, for Yangmin Senior Apartments, there were three attributes showing significant difference in the demand level. They were, respectively, age, education and length of stay. In terms of satisfaction level, there were also three attributes showing significant differences, i.e., age, length of stay and the need for daily living aids. For Julun Senior Apartments, there was only one attribute, age, showing significant difference in the satisfaction level. 4.From cross-analysis, it was found that elders staying in different living spaces (senior apartments) showed different responses in terms of the most-cared-about management/maintenance items.
