As the environmental pollution is getting more serious, along with environmental consciousness on the increase, governments and leading industry manufacturers have started to carry out product specification that can fulfill the environmentally-friendly requirements. For example, European Union promulgated Waste Electrical and Electronic Equipment (WEEE) in July, 2006 and Restriction of the use of certain hazardous substances in electrical and electronic equipment (RoHS). During the life cycle of products, the enterprises began to develop intricate operation from green design, green procurement, green production, product recycling management to product control audit to be in compliance of environmentally-friendly mechanism. Enterprise information system will be implemented through a process of systematic management and process integration through information exchange to carry out the green supply chain management. In this study, the implementation of green supply chain management system is the focus. The researcher adopts different literature of cross-organizational information systems in the past to understand the relevant factors that cause the impact of system implementation and research models. In this study, mainly the organizational characteristics, environmental characteristics, technology (system) characteristics of TOE theory study are applied, and the enterprise implementation in the green supply chain management system to cope with environmental norms are analyzed. The key factors affecting system implementation and the benefits of implementation of green supply chain management system are one of the main analyses in this study. At the same time, the study also discusses about organizational learning ability of the system, and if it produces a moderating effect to the relationship between implementation and performance. In this study, 750 questionnaires are completed. Among them are 104 valid samples. PLS (Partial Least Squares) method of analysis is adopted. It is found that centralization, top management support and information sharing in “organizational characteristics”; the competition pressure, external support, government policies and regulations, and environmental uncertainty in “environmental characteristics”; relative advantage and compatibility in “green supply chain management system characteristics”, have significant impact on the implementation of green supply chain management system. Centralization has a negative influence on the system implementation while the remaining have a positive impact. The implementation of green supply chain system has a obvious relationship with performance of green supply chain management (ex. Strategy, operation and environment). The moderating effect of organizational learning ability to the implementation of green supply chain management system and the performance of the green supply chain management is significant.
