The Analysis of the Feasibility of Taiwan Universities to Recruit Students from Mainland China Abstract The main purpose of this study is to understand the relevant policy-making for the feasibility of Taiwan universities to recruit students from Mainland China. First of all, the decision makers of education should consider various aspects, such as direction and content of legal system, politics-economy, education system, culture. Secondly, analyse the correlation between the above four dimensions. Lastly, base on these four dimensions of inter-related research findings to provide forward concrete policy suggestions. Research method is based on a questionnaire survey. Prepare the questionnaire " The investigate questionnaire of the feasibility of Taiwan universities to recruit students from Mainland China " made in accordance with the research purposes. Randomly selected 12 groups of civil services who serve in central governments to carry out investigation and research, and finally got valid questionnaires 520 copies. Upon the completion of the collection, utilize the statistical methods such are: descriptive statistics, one-way ANOVA, independent samples t test, to understand the differences in the degree between the different dimensions when making policies, and then use structural equation modeling(SEM)to test the relationship between the dimensions and the relevant circumstances presented. Conclusions were as follows: 1. Civil services in central governments with high degree of cognition about the feasibility of Taiwan universities to recruit students from Mainland China. 2. Civil services in central governments with high degree of support about the feasibility of Taiwan universities to recruit students from Mainland China. 3. Males identified highly than females on politics-economy and cultural the two dimensions. 4. Business units identified highly than assistant units on politics-economy dimension. 5. People who have been to the Mainland China identified highly with the politics- economy and cultural the two dimensions than those never been there. 6. People between 20 to 30-years-old identified highly than those around 41 to 50-years-old with legal system dimension. 7. People with high school deploma identified highly than those who own Dr. Degree with education system dimension. 8. People who have serviced for 11-15 years identified highly than below 10 years of service with education system dimension. 9. There are no significant differences between people in different position on the four dimensions: legal system, politics-economy, education system, culture. 10. When analysis the data by utilizing SEM to test found: it reveals significant positive correlation between the legal system and education system, while there is significant contrastive correlation between legal system and culture. 11. When analysis the data by utilizing SEM to test found: it reveals significant positive correlation between politics-economy and education system, while there is significant contrastive correlation between politics-economy and cultural. Finally, raised some suggestions to the educational government organization based on the above conclusion, hope that the future relevant policy about Mainland China students come to Taiwan to study could under the whole consideration between four dimensions.
