Promoting the Rapid Runway Repair Operating Procedure of ROC Military Airport

| Popis: | 97 “Tenacious defense” in the use of air power is mainly in the preservation of combat capability, such that it is able to recover quickly when suffering enemy attacks on the airport. The rapid repair work for runway pavement then plays an important role. This article first analyses the rapid runway repair system and procedure which are inherited from U.S. air force. The “cause and effect diagram” and the “check sheet” of the 7 QC tools are employed, respectively, to analyse the factors dominating the rapid runway repair procedures and to estabalish the assessing and grading records. The “arrow diagram” and the “process decision program chart” of the new QC tools are employed, respectively, to setup the runway repair procedure and to make the decision for choosing the minimum operating strip. Finally, a questionnaire survey was made to explore the current situation and issues in ROC military base unit personnel system, weapon and equipment maintenance, and education and training when operating the rapid runway system. The survey results are analysed statistically by histogram, and then used to propose a plan to promote the rapid runway repair operating system. |
