The Armed Forced Hospitals have no longer been the primary source of medical care for military personnels in Taiwan since the military joined National Health Insurance (NHI) systemwas on Feburary 1, 2001. To adapt to the quick change of environment, this is a critical moment for the Armed Forces Hopsitals to grasp the opportunity to improve the quality medical services. Hence the hospitals need to pay attention to the fields of continous learning, innovation and creation in order to keep them alive and thriving. There are lots of domestic enterprises and organizations with some characteristics of the learning organization. They will grow and prosper gradually if they have the positive relationships between the cognition and working performance of the personnel. The main purpose of this study is to find the influence on three features of a learning organization among the Armed Forces Hospitals. The results could be used as a reference for the management level at the Armed Forces Hospitals. The subjects are the employees of three different military hospitals. Data are collected from July 2008 to October 2008 by conducting the survey using the questionnaire. This research uses descriptive statistics, reliability test, correlation analysis, and regression analysis to explore the relationships involved. To help the management level improve a learning organization, the study focused on discussing the factors of a learning organization at the hospitals in the areas of continuous learning, conversation & consulting, group learning & cooperation, system implementing, system integration, delegating, and the strategy learning. The major findings of the research are summarized as follows: (1) There exists significant influence between the learning organization characteristics and the organizational performance at the individual level. (2) There exists significant influence between the learning organization characteristics and the organizational performance at the group level. (3) There exists significant influence between the learning organization characteristics and the organizational performance at the organization level. (4) There exists significant influence within the organizational performance at the learning organization characteristics.
