Due to the progresses of the geospatial information surveying and mapping, digital maps have been core elements of geographic information systems and system simulation. The key points of research and development in digital mapping are to improve entire effectiveness of map database in both quality and quantity in order to respond realtime processes and results from modeling simulation within systems and to fulfill project-based missions. As for the secure resources of digital maps and consideration of information security U.S.A. Department of Defense (DoD) has integrated the results from two research units to define more solid specification of map standards that offer a better solution for interchanging and displaying of digital environment information. This research is inspired by related references. Based on the considerations of integration, security and interchangeable characteristics we apply specification module of USDoD to develop an image viewer, set up security classification system and programming platform for all kinds of computer operation systems. In this research model development of map interchange and display has been achieved by fulfillment and implementation of map representation, statistics analysis for attributes, and integrated environment for map collection and utilization to support military decision making.
