A Study about the Possibility of Nantou County Private Management of Public Schools in Junior High Schools and Elementary Schools

| Popis: | 96 The purpose of this study is to investigate the possibility of Nantou County private management of public schools in Junior high schools and Elementary schools. The main goals contain that: (a) Trying to understand the implementation of private management of public elementary schools in Taiwan, China and the United States of America; (b) analyzing the study of private management of public schools in junior high schools and elementary schools in Taiwan; (c) realizing school principals’ and parents’ opinions about models in Nantou County. In this study, three main instruments were used to gather data: a questionnaire survey, individual interview, and interview of focus group. In the questionnaire survey, a total of 801 participants at 181 schools took part in this research. In the individual interview, the samples consisted of five principals of private management of public elementary schools in Taiwan. Subjects of the focus group included principals, scholars, and administrators of the Educational Bureau. These collected data were analyzed through Chi-Square Test, percentage and frequency. The results indicated that: (a) The developments of private management of public schools depend on the educational market and government’s attitude; (b) no difference is shown between the schools’ faculties and the parents about the opinions to models in Nantou County; (c) “Charter school model” is the highest feasibility in the development of private management of public schools in Nantou County. According to the results of the study, some suggestions are provided for Department of Education and Nantou County Government. For Department of Education, these results suggest that: (a) The government should accelerate to enact the laws ;(b) the private management of public schools should be authorized with decision-making power in budget and personnel. For Nantou County Government, the suggestions are that: (a) The responsibility of subject education is more important than the benefits of schools; (b)“Charter school model” is the highest feasibility model. For future research, researchers can explore more about Charter School Models on the economy, society, law or education.
