Accident Management of Chemical Tanker:Analysis from the Perspectives of Transportation Staff

Popis: | 96 As Taiwan chemical industry has highly developed, the essential products such as utensils used daily are almost inseparably connected with chemical goods. In terms of our domestic chemical manufacturers and foreign importers of petrochemical goods, the materials can be delivered on the public roads or highways mainly by petrochemical tanks to manufacturing factories for production and refinery. The contents carried by the tanks include petrochemical materials and chemical goods as well as varied chemical-related products with distinct features. However, once accidents occur in the process of transportation, the disasters or damages unexpected may cause. Due to the facts that the tanks of chemical goods are anchored in different places in Taiwan, in the process of loading and unloading and transportation, the vehicle accidents often lead to various disasters such as fire, leakage, explosion, and vapor cloud explosion. Given the database of the Center of Environment Safety and Health under Industrial Technology Research Institute, this study is primarily carried out using the recent decade’s data with respect to the loss and disasters caused by accidents. This can help understand the risks in which the accidents of the transportation of chemical goods tanks occur. Through the management of tanks the accident rate may reduce, which can in turn enhance transportation operators’ emphasis on the tank safety. In addition, the satisfaction analysis of the management of transportation operators is proposed, and the evaluation between the performance of accident management for transportation companies and trust is undertaken. The structural equation model has been applied in the current study. The results reveal that there exists a significant relationship between the emergent measures for operation process management and the performance of risk management. The management is also characterized by four main significant dimensions—the education training for transportation operators, the examination of chassis safety, the prevention management for chemicals’ dangerous features, and the capability of responding to emergency risk. With regard to the capability of responding to emergency risk, tank management is the most significant risk. However, there is little association between the salary and performance for transportation operators. The parameters in recognizing their companies’ capabilities dealing with accidents are overvalued in terms of(1)accident management performance and(2)management trust for the tank transportation operators. Accordingly, as mentioned above, how to reduce the accident rate to the extent that the management is satisfied and to enhance accident management performance and management trust in order to reduce transportation accident rate to approach zero are the current study’s objectives. |
